PATRICK H. ZAEPFEL is Of Counsel to the firm and a member of the firm’s Real Estate and Business Law Groups. Mr. Zaepfel’s environmental litigation practice includes an array of Superfund and enforcement defense cases, ranging from CERCLA cost recovery and contribution matters to air, water and wetlands enforcement defense suits. Mr. Zaepfel has extensive experience in regulatory counseling and permitting issues under the Clean Air Act, the Clean Water Act, RCRA and their state law analogs. He also advises clients on environmental issues arising during the transfer and closure of industrial properties and has represented clients at over 100 contaminated sites, in over a dozen states.

During his education, Mr. Zaepfel held internships with the Pennsylvania State Senate President Pro Tempore Robert Jubelirer and U.S. Senator Arlen Specter, a clerkship with the U.S. Environmental Protection Agency, Office of General Counsel (Air and Radiation Division), and a legal fellowship with the U.S. House of Representatives, Committee on Science, Space and Technology. Prior to entering private practice, Mr. Zaepfel served as an Assistant Counsel for the Pennsylvania Department of Environmental Protection, where he concentrated his efforts on administrative counseling and litigation involving CERLCA, HSCA and the Pennsylvania Land Recycling Act (Act 2).

Mr. Zaepfel is the former Environmental and Regulatory Counsel to the P. H. Glatfelter Company, a $1.5 billion NYSE company and global producer of pulp and paper products. In that role and in his private practice, Mr. Zaepfel served as the company’s primary counsel on the remediation of Operable Unit 1 of the Lower Fox River (Wisconsin) CERCLA Site. Prior to joining Glatfelter, Mr. Zaepfel worked with LeBoeuf Lamb (now Dewey LeBoeuf) in Pittsburgh, providing environmental counsel to Alcoa under a retainer arrangement where he managed legal affairs at nearly 60 Superfund sites around the United States.
